The Psions where genetically enginnered by the Maltusians once they found the Guardians the Guardians sent them to the Vega system to develope on their own therefore no GL my interfere with the Psions nor enter the Vega System

anyways, the ruling keeping GLs from going into the Vega quadrant is an OLD bit that comes from GL vol 2 -days (for the reasons that GLJIMT stated), and Spider Guild have/had simply taken advantage of the that imposed border.
