Sure, but I'm assuming he meant he would give the $1 million toward that goal. (For that matter, I'm not sure you can get a restaurant chain for $1 million, either. Heck, these days I'm not even sure you could get a single restaurant that was PART of a chain for $1 million.)

Well then, I stand corrected. You could get a couple franchise restaurants for $1 million (at least in Kentucky. I assume costs vary by locality).

Most likely. My mom works at the corporate office of a restaurant chain, so I have a lot of random knowledge. Chick-Fil-A's franchise system is really interesting. They have extremely low upfront costs, like $15K-$20K, but literally everything is on your shoulders. They also have the most stringent qualifications required for franchise owners. Almost to the point that most franchise seekers don't even bother trying for Chick-Fil-A.
