Back on topic: I'd say ninjas because of the traits given such as; stealth, assassination, and the manga/game traits. It was never said to be about real or not, besides ninjas are allowed to carry guns. But if we are talking in general that includes manga/anime/games who have insane super powers and since Naruto and Snake Eyes AND Storm Shadow are in... the pirates are dead.
