There are three clues to the ledge being there. First is that you can see a rocky ledge just beneath the water when the camera man moves in closer to the people. Then, you'll notice that the camera man never really lowers his elevation, which to me suggests that he hasn't stepped down into a pool, but rather is on the cusp of where the water drops off into a shallow pool. And third, because very briefly as the camera approaches the edge, you can see that the water is falling over a shallow rock no more than 6 inches deep...as the three people are sitting in an area that looks to be at least 2 feet deep, this suggests that there is a ledge there. Otherwise the current would be much stronger as the water gushed freely over the edge.

Think about a small tub of water and how if it was just almost full and someone sat in it, the water would displace slowly over the side. This is how the water is behaving right in that area at the edge of the water where they are sitting.
