That is pretty cool looking, IMHO, though I personally think the bat-shaped mask part is a bit much. And the lighted chest symbol seems kind of un-batman-y, even though it looks cool.

Well, the lighted symbol is so when he comes out of the dark, people think its someone doing the devil sign \m/ at them. They're all like "yeah, this guy wants to rock out!" then they get their heads smashed in.

Looks too big to be Tim. Although I know Tim is supposed to replace Bruce soon. It seems more like Dick. Especially with the color scheme and mask.

I'm thinking that might be Dick Grayson (??) because of the blue-black color scheme and the blue bat on the mask looking reminiscent of the eye-mask he wears as Nightwing.

I would say Dick myself, if it wasn't for what DC has already said about Tim. But that could be a red herring, so who knows eh?

Has to be fan art. We already know Tim is in line to be the next Batman. Also that Dick has absolutely no desire whatsoever to take up the mantle. So I'd say it's supposed to be Dick. Pretty awesome though.
