I think the idea is more that they should WORK on feeling secure with that behavior. Because it is true that mumbling and avoiding eye contact negatively impacts people's perception of you.

Yeah, I don't think the meme maker was worried about developing self consciousness and I'm fairly certain TR himself (right or wrong) would've considered both of those traits as weaknesses of character. He was quite boisterous, enunciated slowly (some papers even mocked this aristocratic affectation), always eyed people, and had a strong hand shake. He also tended to ignore and avoid boring or weak-willed people.
