That's interesting. Prior to now, I had no idea there was such a subspecies called an eel shark. I dig the little frilly stuff going on at the front. I will have to look this up in detail.

OH, Mr. Frilly! Yes, I am familiar with him, that long sexy body of his. He's a shy one, that Mr. Frilly. Prefers the deep like the Greenland Shark.

It's a Ken vs Ryu Street Fighter art piece by mytigertail (who is on the left as Ken), with Zeta-Haru (their significant other) as Ryu.

I thought it was a cool pic, so I shared it, though I do agree with a user over on Weasyl that MTT should be starring as a Sagat parody rather than a Ken Masters parody.
