I'd say that the Alpha's... who have a ridiculous amount of autonomy as it pertains to policing the Corp... have taken it upon themselves to strengthen their ranks and push their own agendas. But why they are tagreting rookies is the question.

We never saw anyone get the battery John was offered...but I'm guessing the writers probably forgot all about that
