I think West is referring back in the Flash books. When Barry Allen disappeared Iris Allen wrote his story into the book "The Life Story of The Flash". At least I think that was the right title. When Iris returns to Wally West I believe she shows him a copy of the book.
(it's been a while so I can't remember all that for sure, but I believe that's a quick run down of it)
Anyways, back in the stories it's been referred to and commented on. I think West is just wondering if that book still exists in the current timeline.
