The chained up guy is the first lantern.... GL 62 is the first mention of him. Of course throughout vol. 4 and the beginning of vol. 5 have led up to the point of him being released from the Chamber of Shadows.
Nrama: We've been told there's a "First Lantern" who will free the "Third Army." When does that happen?
Johns: In the future.
Nrama: [laughs] You're so vague.
Johns: I know. [laughs] How about... in the not-so-distant future. The Chamber of Shadows and freeing the First Lantern — all that stuff is coming down the line. I'm sorry. Well all I am saying is that this whole Third Army thing is Krona's fault. If not by any part of him being alive then what he did in War of The Green Lanterns made the Guardians become the even more evil, jackasses than they were.
Well wouldn't anyone else like to know where the Entities are? I sure as hell would.
I liked the idea of the First Lantern being revived by a White Lantern ring and Hal fighting with a Black Lantern ring.

If the "let me out" is not connected to the First Lantern then maybe it's the common sense of the Guardians that were trapped inside the rings when they were controlled by the entities.

Whoever said Pandora gives Baz the ring, good theory! I think that'd be interesting if it happened and it fits with the whole Trinity War thing going on.
