Im sorry, but this seem ass backwards.

You want to make downtown rooms available? Make those ones the pay in full, no refund rooms. Instead of the ones 10 miles away.

That would stop those without badges from reserving rooms.

Don't shoot the messenger.

I don't think making people pay in full would make a dent. Since the event has become so big, those that don't get badges would just sell their reservations on eBay or Craig's List since they are transferrable. Just check the SDCC FB page. People are on there 24/7 trying to trade Hotel rooms. If people had to pay in full, they would be trying to sell them instead of trading.

It would definitely thin out the herd if you needed a badge to reserve hotel rooms.
