Yeah.... it was a tv show in the 80's created by the same guy who came up with the Thundercats. Of all the properties being bought and reborn in new comics, films, and animation projects.... I WISH these guys would get picked up.

"Partly metal, partly real" was in reference to the government [that also had aliens in it now] creating a new breed of champion to travel into deep space to fight alien criminals and super villains alike. They were half cyborg/robot/whatever you wanna call it, and half human [or in the Copper Kid's instance half alien mime].

It also went with the theme song "Wings of silver, nerves of steel... SILVERHAWKS! Partly metal, partly real.... SILVERHAWKS!
