The actual name of the episode is The Chansey Operation. Classic, it's also one of the few times we see a real doctor in the Pokemon universe amazingly.

My Munchlax evolved at two hearts and Pichu didn't evolve until like 8 levels after maxing its hearts

Ah, that's because the hearts measure affection NOT friendship. They're two different stats, affection is used to evolve Eevee into Sylveon, friendship for all the other happiness based evolutions.
