But specifying that Batman has NO PREP is like specifying that he has no legs or arms. Sure, he'd lose under those circumstances, but when would that ever happen?
Batman ALWAYS has SOME prep for anybody he's ever encountered before, as well as general prep for a number of contingencies. That is an integral part of the character (these days, anyway).
The question, I think, is would Batman's GENERAL level of prep (given that he knows all about Plas) be sufficient to save him if he hadn't the slightest reason to expect that he'd be fighting him?
I dunno. Logically probably not. As silly as Plastic Man is, his powerset is actually pretty formidable against a non-powered human. He seems very difficult to injure, and he seems unbelievably agile.
In a Batman comic? Undoubtedly.
In fact, I'd venture a guess that in ANY comic, the only way Plas beats Batman is if Plas has a good story reason to NEED to do so. But we all knew that already.
This is a Batman vs. ... battle. It's ALL ABOUT over thinking it! because that's exactly what Batman would be doing if he found himself caught off guard.
I'm assuming 'no-prep' would mean that Batman hasn't got a some sort of plasticiser reactant in his utility belt specifically formulated to work on Plas'.
With that said, he probably would have a general 'sub-zero energy' pellet (or liquid nitrogen pellet) to use in the event of fire (a common enough situation for him to carry the pellets around) which could be used to slow Plas' down. Beyond that, Bats will be more aware of what he can use in the environment around him - fire extinguishers, steam pipes, etc. unless they just happen to meet in a sealed, featureless box Bats would probably McGuyver himself together the means to beat Plas, should there be sufficient materials to do so (worst case scenario, he can get on the Bat-radio and have Alfred launch a Bat-wing to deliver some sort of Bat-Plastic-Man defeator.
If, however, they do meet in that sealed, featureless box, then Plas would win

I hate this idea that Batman can beat anyone with preparation. In so many cases all the planning and boomerangs in the world still won't compensate against someone who can take a tank shell to the face or toss a car around. Not to mention it makes him look totally inept if he can take down various super beings but has trouble with chumps like Killer Crock.
Bats would recover quickly, find some way to supercool Plas' body to take away his elastic abilities, and then shatter him into a million pieces. Done.

I have yet to see Avatar, mainly because it is the plot of Pocahontas wrapped in a "Halo vs World of Warcraft" flavored, CGI heavy shell...and I've already seen Pocahontas and played all 5 Halos...so....
A sub-zero Bat-Pellet is one thing, but for a guy who once emerged from a cryo-chamber designed to take him out, and jokingly complained about about a "kink in his neck" ... yeah. That pellet would be incredibly insufficient. Never mind Eel choosing to go Godzilla size in this encounter just for the added humor.
