Hawkeye is played by an actor who works for millions of dollars. They couldn't afford him on any sort of consistent basis, or at least they wouldn't shell out the cash for him. Aside from that, one of the smartest moves any sort of media can make is introducing a popular character, item, or concept, and then taking it away. It's like with Mighty Morphin Power Rangers back in the day. The Green Ranger was immensely popular, but they worked it into the story that he could only show up every so often. It ensured kids tuning in to see their favorite character.
Any hero under the Avengers banner is sure to draw a massive amount of attention, so keeping characters like Hawkeye, or Nick Fury, or even Star-Lord I suppose, out of programming until their projected big-budget hit would make sense, fiscally, aside from a cameo here and there to keep the excitement alive.
As for the Inhumans, that's the other side of the coin- building anticipation. The Inhumans are a big umbrella term to refer to a lot of people and concepts. Introducing the element on Agents of SHIELD will give the MCU the option to explore elements of the Inhumans before the movie hits, and also hopefully get more people to watch for the new stuff they're showing before the movie even releases.

even though it was a small cameo but they got sam jackson on the show. heck hawkeye wouldnt even need a big role it could just be some scene of him talking with agent may or whatever.................................................. ..........................

I'm not saying they couldn't afford him for an episode. You made it sound like you were suggesting they bring on a character like Hawkeye on a permanent basis, make him a series regular. I know they can do one-off guest roles, like with Nick Fury, Maria Hill, and Sif. I could see them doing it with Hawkeye, too.

So Black Bolt is bald now in the comics? Guess that pretty much confirms Vin will play him in the movie LOL
Really though, I don't see any other reason than to just randomly make a guy who's had hair for decades in publication bald. Couldn't they have just got Vin to wear a hairpiece? Does he have to be bald in everything and screw with one of my favorite second stringers?
