If anything it should be just the middle button. It is somewhat of an unspoken rule with suit jackets that the middle one is always button. From top to bottom on a 3 button jacket the "rule" is usually sometimes (top button), always (middle button), never (bottom button)

Well I think it's alright....ish! You just need to get used to it. It's not bad I suppose.

And yeah, I've heard quite a few comparisons to Pertwee's outfit. I think it's mainly the pose and that extra exposure of the red inner-lining of the coat giving that illusion. Here's a set photo of him.

I think at a distance, he resembles Smiths newer costume than anything, just without the bow-tie, the frockcoat's top button done up and some different colours, along with boots. TOP BUTTON SWAG!

As for the costume, it makes me think of something GOB would wear from Arrested Development. Not that I hate it, but I don't love it.
