Impotent as in useless?
Geoff Johns deserves that, he can't make stuff up from his ass. He loves cyborg so much that's he willing to give the royal sweet. The character isn't more important than Superman or Batman, and never will be, Geoff Johns sounds like he's on drugs.

The Great Ten and Super Young Team do a pretty good job of keeping Japan and China safe.

One could argue the crazies that flock there come because of the Batman.

Well it's commonly believed (and possibly proven) that Batman may have been the cause for creating a lot of the freaks and scums that inhabited Gotham City. If Batman wasn't real (and I mean in the universe) the criminals would probably still excist only there origins would most likely be a little different.
